Bring in principles and ADR context docs from old wyvern repo. Remove idea dumping ground from README and link to principles.md.
Add a brief blurb about installing.
Add curated links to some of the more useful examples.
Also update minimum Python version for Puya itself to 3.12, as we intend to make use of 3.12 features shortly.
